In a major move toward industry consolidation, Unibet has officially joined VNLOK, the leading gambling trade association in the Netherlands.
The integration represents the final operational piece of a broader post-merger alignment initiated last year, when French lottery giant Française des Jeux (FDJ) completed its acquisition of Kindred Group and its subsidiary brands to form FDJ United.
Unifying the Dutch Operator Front
The transition effectively consolidates all of FDJ United’s Dutch-facing operations under a single, unified trade representative body. Unibet will now align its industry presence alongside ZEbetting, another established FDJ-owned corporate entity already active in the territory.
This migration also marks the official conclusion of a transition plan agreed upon in June 2025, which saw the complete merger of the Netherlands Online Gambling Association (NOGA) into VNLOK. Unibet was originally a founding member of NOGA in 2019; its shifting membership bridges the post-merger gap, establishing a single collective voice for licensed gaming operators in the country alongside heavy hitters like bet365, LeoVegas, Holland Casino, and Nederlandse Loterij.
Björn Fuchs, Chair of VNLOK, welcomed the final consolidation as a positive step for long-term consumer safety and regulatory stability:

Navigating Regulatory Pressures and Compliance Turnarounds
Unibet’s strategic alignment with VNLOK comes at a challenging time, as Dutch operators face tightening regulatory oversight from the Kansspelautoriteit (KSA) alongside recent state increases in regional gaming taxes. Over the past few months, Unibet’s operating company, Optdeck Service Limited, has undergone extensive KSA reviews.
In December 2025, the platform faced a massive €4 million fine stemming from historical duty of care oversights between 2022 and 2024, where players were permitted to execute high-volume deposits without prompt financial verification. More recently, in April 2026, the KSA issued an anti-money laundering (AML) directive ordering Unibet to overhaul its transaction monitoring and customer due diligence thresholds, particularly to better safeguard the spending capacities of young adults.
A Collective Shield Against Shifting Policies
By integrating into VNLOK, Unibet aims to transition its corporate positioning from an operator subject to enforcement into an active co-architect of industry-wide player safety standards.
