The latest phase of this operation involves the review of 13.8 million pieces of user data, marking what domestic media outlets, including Haberler, describe as the largest anti-betting drive in the history of the Republic.

Gambling Framed as a National Security Threat

The crackdown is a central pillar of the 2025–2026 Action Plan for Combating Illegal Betting and Virtual Gambling. Turkish President Erdoğan has consistently elevated the rhetoric against offshore operators, framing their activities as a direct threat to the social fabric of Turkey. During a recent government address, he drew a stark comparison:

“Gambling, alcohol, drugs and online betting are threats capable of destroying our social structure just as terrorism does.”

This ideological stance has translated into immediate action. Turkish authorities recently executed the arrests of 108 individuals across 35 provinces for allegedly abetting black-market networks. Oversight of these enforcement drives has been transitioned to the new Justice Minister, Akın Gürlek, who is implementing tougher provisions under revised Penal Code statutes.

Expanding the Scope of Enforcement

Beyond the arrest of intermediaries, prosecutors now possess expanded powers to freeze accounts and seize assets. Currently, more than 14,000 deposit and 52,000 withdrawal accounts are under investigation for facilitating offshore payments.

While initial efforts focused on domestic channels, the next wave of enforcement is expected to cross borders. MASAK is preparing to broaden its scope to target networks based in Georgia, Northern Cyprus, Armenia, and North Macedonia, regions identified as hubs for Turkish-language betting operations.

Ankara views this not merely as a moral crusade, but as a critical financial security issue. Billions of lira flow through these underground systems annually, intersecting with organized crime and digital money laundering.

Despite years of ISP blocks and banking restrictions, the shadow economy remains resilient, prompting Erdoğan to mobilize the full weight of the Turkish state to “clean the country from gambling” ahead of future election cycles.
