
The Joint Gambling Authority of the States (GGL) has delivered a significant blow to the promotion of unlicensed iGaming by issuing a €250,000 penalty notice against the prominent rapper Capital Bra.
The 31-year-old artist, legally known as Vladislav Balovatsky, has been the subject of a relentless investigation since October 2025 regarding his extensive promotion of illegal online operators.
Enforcement at Wiesbaden Concert
After months of Balovatsky ignoring cease-and-desist orders and formal hearing requests, the GGL utilized the assistance of the West Hesse Police Headquarters to serve the fine personally during his concert at Wiesbaden’s Euro Palace on Saturday, April 18.
The regulator’s findings suggest that Balovatsky was not only streaming himself playing at illegal sites but was also operating a comparison site that funneled fans toward unregulated gambling providers via banner ads and affiliate links.
A Warning to Influencers
GGL CEO Ronald Benter emphasized that the authority will not overlook high-profile figures such as Capital Bra who trivialize gambling risks:
“Illegal gambling must not be advertised, trivialised or promoted through seemingly entertaining content. We won’t shy away from even well-known names. Anyone who advertises illegal gambling must expect consistent legal action.”
The GGL further warned that influencers frequently portray “unrealistic” winning scenarios in manipulated live streams, creating a false impression of easy wealth.
This enforcement action comes as the GGL attempts to defend its reported 77% online channelization rate, a figure that remains a point of heavy debate among industry stakeholders who argue that illegal platforms still maintain a massive footprint in the German-speaking world.
