
Ukraine’s gambling regulator, PlayCity, has officially launched the test phase for the first stage of the State Online Monitoring System (DSOM).
This new digital platform provides the government with direct access to transactional data from licensed operators, tracking every bet, refund, and payout in real-time to create a comprehensive map of market activity.
Direct Access to Transactional and Tax Data
The DSOM platform records every single financial operation as an individual entry. By collecting this operational data, the state can build an accurate picture of the industry’s total revenue. The system also grants the State Tax Service direct access to primary data used for financial calculations.
Specifically, the tax office will use this information to calculate Gross Gaming Revenue (GGR) and taxes on player winnings. Previously, the state lacked a functional system to monitor these movements in real-time, and this automation ensures calculations remain accurate and based on verified records.
Technical Integration and Analytical Expansion
Operators connect their internal software to the state system through a specialized application programming interface (API). PlayCity clarified that the system does not track individual player behavior or the movement of private funds, but rather focuses on transactional integrity. The platform uses specific database rules to guarantee that all transactions are only recorded once and cannot be repeated.
Ukraine’s PlayCity plans to begin work on the second stage of the system later this year, which will introduce broader analytical functions. This phase will include advanced features such as the recording of specific game results, controlling parameters of slot machines, and accounting for currency substitutes.
The launch reflects a wider effort to clean up the Ukrainian gambling sector, assisting authorities in creating more effective regulations to stop harm while ensuring a stable environment for foreign investment.
