Ukraine Transition to Fully Digital Licensing for All Gambling Businesses

Ukraine has digitized its entire gambling licensing process, allowing operators to apply via the Diia portal in minutes.

In a significant leap toward modernizing its regulatory landscape, Ukraine has officially moved the licensing of gambling businesses entirely into the digital space.

This overhaul, spearheaded by the Ministry of Digital Transformation in close collaboration with the national regulator PlayCity, effectively eliminates traditional paperwork, physical queues, and the need for in-person administrative visits.

A Streamlined, High-Tech Process

The new digital framework allows gaming companies to register and manage their licenses through a personalized online account in just a matter of minutes. By integrating the platform directly with state registers, the system can pull company data automatically, removing the risk of manual entry errors and significantly speeding up the verification process.

Applicants are now required to fill out a standardized form online, sign the documentation using a qualified electronic signature, and submit the entire package through the state-run Diia portal. Once submitted, PlayCity processes the request electronically, with the final license delivered to the operator’s digital cabinet.

Transparency and Subjectivity Reduction

Ukrainian officials have emphasized that this transition is not just about convenience, but also about integrity. Because every step of the licensing journey is logged and timestamped within the system, the potential for subjectivity or administrative bias is virtually eliminated. This approach ensures that rules are applied equally to every operator, from local slot halls to international B2B providers.

The digital portal currently supports a wide array of licensing categories, including:
