Swedish Administrative Court Upholds SEK 12 Million Fine Against Videoslots Over Duty of Care Deficiencies

The Swedish Administrative Court has officially rejected a legal appeal filed by online casino operator Videoslots, completely upholding a SEK 12 million (€1.1 million) administrative fine originally imposed by the state regulator on April 16, 2025.

The landmark judicial ruling follows an extensive historical supervision campaign launched by the Swedish Gambling Authority (Spelinspektionen / SGA) tracking specific player account files active throughout the market.

Auditing Systemic Failures in Player Protection Tiers

The compliance audit established that Videoslots, which was recently absorbed under the corporate umbrella of the international holding group Immense Group, flagrantly violated the mandatory player protection and duty of care statutes codified within the country’s 2018 Gambling Act.

The regulator’s enforcement report detailed that the operator failed systematically to execute timely intervention strategies or help high-volume customers restrict their spending limits despite explicit visual evidence of harmful, pathological gambling behavior. Specifically, the SGA’s investigation into the twelve accounts that generated the largest financial losses sitewide uncovered severe duty of care omissions across all twelve files.

In one extreme scenario cited within the court records, a user logged as “Customer 9” was permitted to configure an astronomical monthly deposit ceiling of SEK 300 million (€27.1 million). Despite Customer 9 rapidly losing over SEK 300,000 while exhibiting severe risk indicators, including continuous gameplay durations and accelerating loss velocities—Videoslots’ tracking algorithms failed to initiate a single meaningful responsible gambling intervention.

Court Differentiates Pop Up Disruption from Meaningful Intervention

Videoslots vigorously defended its internal safety networks throughout the appeal process, insisting that corporate duty of care remains one of its absolute highest operational priorities. The operator argued before the court that its system met all necessary legal criteria, implying that the regulator’s complaints regarding users choosing to gamble frequently at night or across multiple weekly sessions were immaterial because sovereign consumer protection laws do not explicitly restrict the specific time windows during which adults can choose to access entertainment formats.

Furthermore, the brand argued that the judicial decision would establish restrictive enforcement precedents that are not explicitly codified in the wording of the existing Gambling Act:

However, Sweden‘s Administrative Court rejected the operator’s corporate defense parameters, contrasting the failed appeal directly against a parallel, successful challenge resolved for the LeoVegas owned Roar Vegas brand.

While Roar Vegas successfully overturned a SEK 8 million penalty fee due to evidence that its manual and automated interventions effectively reduced player harm, the court established that Videoslots’ reliance on basic automated pop-up messages, brief automated welfare calls, and voluntary loss-limit checkboxes were completely ineffective at disrupting dangerous dependency patterns, thereby validating the regulator’s maximum financial penalty.
