In a major move to modernize its local gaming landscape, Governor Marcos Rocha has officially sanctioned Complementary Law No. 1,336/2026, formalizing the creation of the new state lottery system in Rondônia.
This legislative action establishes a fully legalized public service lottery model and introduces rigorous operational guidelines to govern and control the local betting market.
Shifting to a Modern Regulatory Framework
Under the provisions of the new law, the primary responsibility for the supervision, regulation, and management of the market has been granted to the Agência de Regulação de Serviços Públicos Delegados de Rondônia (Agero). This body will be tasked with enforcing compliance, approving tech standards, and monitoring day-to-day betting activity.
Crucially, the new statute officially repeals outdated state laws adopted in the 1980s and 1990s. Those legacy pieces of legislation had left the state operating under obsolete rules that failed to reflect the reality of modern, digital-first gambling.
An Omnichannel Approach to Private Concessions
The framework approved by Governor Marcos Rocha is built around a highly flexible dual-operational system. The state of Rondônia can either manage and control the lottery services directly or transfer concessions to private betting platforms and operators through competitive public bidding processes.
Once licensed, corporate partners will be authorized to offer instant games, standard lottery draws, prediction contests, and other formats permitted across Brazil. A foundational pillar of this model is its multi-channel execution:
- Physical Operations: Operators are permitted to roll out traditional lottery tickets and retail betting terminals.
- Virtual Operations: Operators can deploy online sportsbooks and iGaming systems across the state.
To safeguard the system’s integrity, all platforms are required to utilize certified, high-security systems that guarantee accurate ticket verification and delay-free processing.
Strict Compliance and Identity Verification
Concessionaires looking to operate in Rondônia face strict state mandates. Licensed companies must establish clear responsible gaming rules, incorporate strict data protection measures, and implement active prevention strategies against gambling addiction.
Furthermore, participation is strictly prohibited for anyone under the age of 18. Operators are required to integrate advanced, secure identity verification systems to prevent underage access. From an institutional standpoint, corporate applicants must demonstrate strong financial stability, clear corporate integrity, and robust anti-money laundering protocols.
Agero has warned that compliance failures will result in severe penalties, including steep financial fines, system suspensions, or the absolute revocation of operating licenses.
Funding Social and Public Infrastructure
The primary objective behind Re-Regulating this space is to generate reliable, alternative revenue streams for the state. By capturing money that previously leaked to offshore black-market bookmakers, the government intends to fund vital public policies and social programs.
According to the text of Complementary Law No. 1,336/2026, up to 10% of the net profit generated by lottery operations will flow directly into the state’s main budget. The remainder of the earmarked funds will be systematically allocated across vital public sectors, including healthcare, social assistance, public security, arts, sports development, and local technological innovations.
This rollout aligns Rondônia with a broader national trend in Brazil, where individual states are rapidly building out localized lotteries to drive independent economic modernization.
