
In a significant move toward localized gambling control, the Municipality of Rio Branco has officially approved a rigorous new limitation regarding betting advertisements at public events.
Established under Municipal Law No. 2,678, the legislation bans all forms of gambling promotion during events organized by municipal institutions. This definitive ban applies to sports betting, online casinos, and any games of pure chance, signaling a major shift in how local governments in Brazil are managing the proximity of iGaming to the public sphere.
Broad Scope and Federal Divergence
The prohibition is notable for its comprehensive reach, covering graphic, audio, video, and digital advertisements. No medium is permitted to promote gambling in public spaces. Furthermore, the rule extends to software products and online platforms advertising unauthorized games.
Interestingly, the local administration has included fixed-odds betting in this ban, a vertical governed by federal legislation. By doing so, Rio Branco has adopted a more restrictive stance than federal regulators, asserting municipal authority over the regional advertising landscape.
Contractual Impacts and Visual Restrictions
The law fundamentally changes how the municipality interacts with the creative and cultural sectors. The administration is now prohibited from signing contracts with performers, bands, or actors who promote betting companies in their performances or maintain betting-related sponsorships.
To ensure compliance, all future municipal contracts must include specific clauses banning such promotions. These restrictions also encompass every visual element of an event, including:
- Performer Clothing: Outfits cannot feature betting logos.
- Stage Setting: Backgrounds and banners must be free of gambling branding.
- Equipment: Stage gear and instruments are subject to the same rules.
Penalties and Professional Sports Exemptions
Ratified by Mayor Tião Bocalom and developed by Councilwoman Lucilene Vale, the law includes heavy enforcement measures. Violations can lead to the immediate annulment of contracts and fines that can reach the total cost of the contract. Public participation is encouraged, as any individual or legal entity can report violations to the authorities.
However, the law does provide a specific exemption: gambling advertisements on the uniforms of professional and amateur sports clubs are allowed during competitions. This allows the betting sector to maintain its presence in the sporting environment while being effectively erased from municipal cultural and sponsored gatherings.
