Former Chicago Mayor and U.S. Ambassador to Japan Rahm Emanuel has introduced a bold policy proposal to impose a 10% federal tax on all online gambling and prediction markets.
Emanuel argues that the levy could generate up to $50 billion annually, providing the capital necessary to fuel a new “American Innovation Fund” focused on AI, quantum computing, and fusion energy.
Competing with China through “Vice Taxes”
Emanuel’s strategy follows the classic political playbook of taxing “vices” to fund widely supported public goods. He frames the growth of the iGaming sector as a governance challenge and a national security risk, noting that the U.S. must remain technologically superior to China.
Addressing a Wall Street Journal Live event, Emanuel stated:
“I’m more interested in the American people getting ahead and America staying ahead.”
He argued that previous administrations showed “hostility towards universities,” and that this new revenue stream would restore American research leadership.
Industry Pushback and Federal Hurdles
The proposal faces intense scrutiny from a global iGaming industry that generated $121 billion in 2025. Industry analysts estimate that online gambling and prediction markets handle roughly $400 billion in total wagering volume. Lobbying groups, tribal operators, and professional sports leagues are expected to vigorously oppose any federal cut into their margins.
Furthermore, the proposal enters a crowded field of stalled federal gaming legislation, such as the SAFE Bet Act. Emanuel’s plan also includes a full ban on federal employees betting on prediction markets to prevent insider trading regarding military actions. As Emanuel weighs a potential 2028 presidential run, his tax proposal is being viewed as a key narrative piece to distinguish himself from Democratic rivals like Gavin Newsom.
