
In a move that could fundamentally redefine the economic landscape of the island, Puerto Rico is currently considering a major legislative overhaul of its gaming sector.
Senate Bill 960, introduced by Senator Roxanna Soto Agulú, aims to modernize the local industry by amending the laws governing the Comisión de Juegos del Gobierno de Puerto Rico. The bill is being framed as a strategic necessity to align the island with global gaming trends and secure new streams of government revenue.
A Strategic Vision for Modernization
Senator Soto Agulú has expressed a bold vision for the territory, stating her belief that Puerto Rico possesses the infrastructure and potential to become a “new Las Vegas.” By diversifying the local economy through investments in entertainment and tourism, the government expects to generate an additional $50 million to $100 million in annual revenue. A key component of this strategy involves the inclusion of modern gaming verticals, such as esports betting and interactive electronic lotteries, specifically designed to cater to a younger generation of consumers.
Infrastructure and Private Investment Surge
Beyond the legislative chamber, physical expansion is already underway. Juan Carlos Santaella Marchán, Executive Director of the Gaming Commission, recently announced that four new casinos are expected to open within the next five years.
“This momentum responds to the joint work between the private sector and the government to expand the tourism offering and consolidate the entertainment industry on the island,” Marchán stated.
Significant capital is also flowing into existing properties. Casino del Mar at La Concha Resort recently completed a $9.7 million renovation funded by Paulson Puerto Rico. Rolando Padua, President of Paulson Puerto Rico, emphasized the long-term commitment to the region:
“This renovation reflects our vision for the future of Puerto Rico and our confidence in the growth potential of the entertainment, hospitality, and gaming sectors. We are fully committed to creating world-class experiences that continue to expand economic opportunities on the island.”
While the next few months will be critical for the bill’s evaluation, its approval could signal the start of a high-growth era for Puerto Rican gaming.
