The Online Casino Gambling Bill has cleared its latest legislative hurdle in New Zealand, successfully passing through the Committee of the Whole House. The bill is now prepared for its Third Reading, the final stage before it moves to Royal Assent and becomes official law.
A Highly Competitive Licensing Auction
Under the proposed framework, New Zealand will offer up to 15 online casino licenses via an auction process. The market is scheduled for a formal launch on December 1, 2026, with a strict enforcement deadline set for June 1, 2027, after which only licensed operators will be legally allowed to serve the region.
Trina Lowry, Programme Director at the Department of Internal Affairs, confirmed that the finalization of regulatory settings is expected by early June 2026. This includes the development of community returns funding administration and strict guidance for implementation.
Major Operators Express Intense Interest
Industry giants Entain Australia & New Zealand and SkyCity Entertainment Group have already confirmed their intentions to compete for licenses. Entain’s CEO, Stella David, revealed that the group would be seeking three distinct licenses to maximize its presence in the market.
Jason Walbridge, CEO of SkyCity, emphasized that the transition to digital must prioritize player protection:
“Gaming is evolving in exciting ways, bringing together the best of in-person and digital experiences. While we aim to lead this change, our priority is ensuring our customers and communities are protected. Any move into a regulated online market would be built on strong consumer safeguards.”
