
In a major legislative push, the Minnesota Senate has approved two bills that impose strict criminal sanctions on emerging forms of online wagering. Approved on April 30, SF 4474 and SF 4511 aim to dismantle dual-currency sweepstakes platforms and prediction markets within the state.
The Sweepstakes Ban: SF 4474
SF 4474 targets online sweepstakes casinos that simulate gambling using a two-currency payment structure. The bill extends liability broadly, prohibiting financial institutions, payment processors, and media affiliates from supporting these operators. This builds on previous actions by Attorney General Keith Ellison, who issued cease-and-desist orders to brands like LuckyLand and Fortune Coins late last year.
Cracking Down on Prediction Markets: SF 4511
SF 4511 makes it a felony to create or operate platforms allowing consumers to trade on future events. The prohibited list is expansive, covering:
- Athletic contests and individual player statistics.
- Elections and government conduct.
- Wars, natural disasters, and mass casualty events.
- Whether a specific person will make a particular statement.
Advertising these platforms will also constitute a felony starting August 1, 2026.
Next Steps in the House
With the Minnesota Senate legislative session ending May 18, the House must now decide whether to take up the Senate-passed bills or pursue its own versions (HF 4410 and HF 4436). Approval remains simple only if the House adopts the Senate language without amendments.
