
The Paraná State Lottery (Lottopar) has reinforced its commitment to international excellence through active participation in the CIBELAE international seminar.
Supported by the World Lottery Association (WLA), the three-day summit focused on the “Technology and Regulation Against Fraud” theme, bringing together regulators from across Ibero-America to address the evolving challenges of the digital gaming world.
AI: A Dual-Edged Sword in Fraud Prevention
A primary focus of the discussions was the role of Artificial Intelligence, which participants identified as both a vital tool for fraud detection and a potential threat used by sophisticated cyber-attackers.
The seminar covered a wide spectrum of technical topics, including data protection, consumer rights, and strategies to prevent money laundering and terrorism financing (AML/CFT). The core idea was that as technology evolves, so must the mechanisms of governance and compliance.
The Philosophy of the “Balanced Rulebook”
Fabio Veiga, Director of Operations for Lottopar, delivered a compelling argument for a balanced approach to enforcement. He emphasized that overly restrictive rules for legal operators often drive players toward the illegal market, which is more agile and less compliant.
“It becomes clear in discussions among more mature markets that combating illegal activity always depends on state regulation and enforcement, but with balance in the rules… Markets that succeed make their regulations more flexible, maintain continuous oversight of legal operators, and act very strongly against illegal ones,” Veiga explained.
Lottopar’s participation underscores its goal to align Paraná’s lottery operations with the world’s most advanced and sustainable gaming models. By engaging with international stakeholders, Lottopar aims to adapte successful strategies that build a gaming market that is not only highly profitable but also honest, sustainable, and secure for its citizens.
