The Lottery of the City of Buenos Aires (LOTBA) has signed a strategic cooperation agreement with the Council of the Magistracy to address the rising risks of online betting among minors.
This inter-institutional partnership aims to create a robust educational framework to protect vulnerable populations and curb the spread of illegal gambling platforms in the capital.
Educational Guidelines for a Digital Age
The core objective of the agreement is the development of a comprehensive “Guideline and Informational Guide.” This resource is specifically designed for primary and secondary school students, their parents, and educators. By providing practical tips and detecting signs of problematic gambling early, the guide serves as a primary tool for preventing young people from engaging in high-risk betting behaviors.
The formal signing was attended by high-ranking officials from both organizations, including:
- LOTBA: President Jesús Mariano Acevedo and Secretary General Eva Del Río.
- Council of the Magistracy: President Karina Leguizamón and Justice and Education Director Alicia Caruso.
“Talking is Winning”: LOTBA’s Ongoing Protection Strategy
The new agreement builds upon LOTBA’s existing 2025 campaign, “Talking is Winning.” This initiative was launched to raise public awareness about the increasing availability of illegal online gambling websites and how easily minors can become victims of unsafe practices.
In addition to student-focused materials, LOTBA is actively conducting:
- Workshops and Training: Educational events dedicated to public servants and community leaders.
- Awareness Programs: Initiatives to help parents navigate the complexities of gambling addiction in the digital era.
- Enforcement Operations: Constant efforts to identify and shut down unsafe, unregulated betting platforms.
Institutional Coordination in Latin America
Both parties emphasized that the complexities of online betting require a coordinated response that individual institutions cannot achieve alone. LOTBA stressed that the agreement provides the necessary institutional support to develop outreach materials that effectively raise social awareness.
As the issue of illegal gambling becomes increasingly acute across Latin America, the cooperation between Buenos Aires’ primary lottery regulator and the judicial council sets a precedent for regional proactive measures. The focus remains on safeguarding the integrity of children and ensuring a safe, regulated environment for the entire society.
