
The bidding process for the Loteria Estadual de Mato Grosso do Sul (Lotesul) has encountered a fresh setback.
A critical “Proof of Concept” (PoC) session with Idea Maker Meios de Pagamento e Consultoria was abruptly postponed this Monday after the company failed to access its own platform during the demonstration.
Technical Hurdles in the Bidding Room
The session, organized by the SAD-MS, was halted just 25 minutes into the presentation when representatives could not provide a live demonstration of the core lottery system.
This technical failure and setback is the latest in a series of challenges for the Lotesul concession. Idea Maker is the third company to struggle at this phase; previously, Prohards was disqualified for failing 35 out of 100 requirements, and Lottopro failed to prove ownership of an electronic vault system.
Commitment to Transparency
Despite the failure to launch the demo, Idea Maker has not yet been disqualified. The company maintains its proposal to return 35.33% of gross revenues to the state coffers.
Governor Eduardo Riedel has insisted that the process remain rigorous:
“The bidding process will be conducted in the most open way possible.”
The success of a future PoC session is vital for the state to finally launch its legal lottery system. The entire tender is currently under the watchful eye of the Court of Accounts of the State (TCE) to ensure that the technical infrastructure, hardware, and connectivity requirements are met before a contract is signed.
A new date for the Idea Maker demonstration is expected to be published in the Official State Gazette shortly.
