
The International Association of Gaming Regulators (IAGR) has reached a historic milestone with the appointment of Kevin Mullally as its inaugural Chief Executive Officer.
Mullally, a titan of the industry, recently served as the founding CEO of the United Arab Emirates General Commercial Gaming Regulatory Authority (GCGRA).
Driving Global Regulatory Influence
In this newly created role, Mullally is tasked with overseeing IAGR’s operational capacity, deepening member engagement across international jurisdictions, and cultivating strategic partnerships. The association stated that the position was established to address an increasingly complex global regulatory agenda and the organization’s expanding influence.
Despite adding this executive layer, the IAGR will maintain its member-led governance model, with the Board of Trustees continuing to set the strategic direction.

A Career Built on Regulatory Excellence
Mullally transitions to the IAGR following a high-profile stint in the UAE, where he spearheaded the establishment of the GCGRA and oversaw the launch of the UAE Lottery. His resume includes over 17 years at Gaming Laboratories International (GLI) and a successful tenure as the Executive Director of the Missouri Gaming Commission.
Alongside his CEO duties, Mullally will continue to lead the Mullally Group, an independent advisory firm he founded to support governments with regulatory frameworks.

Future of the UAE GCGRA
The GCGRA has moved into a new phase following Mullally’s exit. Jim Murren has stepped in as interim CEO while the UAE continues its rapid expansion into licensed gambling. With the first online license issued to Play 971 and the landmark Wynn Al-Marjan Island scheduled for a 2027 opening, the frameworks established under Mullally’s leadership have set a significant precedent for the Middle East.
