
The Dutch Gambling Authority (KSA) has issued a formal warning to Holland Casino Online and Vbet after discovering that both operators were offering prohibited betting markets.
The investigation focused on wagers involving “own goals,” which the KSA classifies as high-risk “negative events”.
Integrity Risks and Match-Fixing
Under the Dutch Sports Betting Integrity Guide (December 2025), certain wagers are banned because they are deemed susceptible to manipulation. Unlike standard gameplay actions, isolated negative events like an own goal are easier for a single player to influence, making them a primary target for illicit match-fixing syndicates.
The KSA review identified that these two operators were the only licensed providers in the country consistently making such markets available. Upon receiving notice from the regulator, both Holland Casino and Vbet immediately removed the offending markets and implemented new safeguards to prevent their return.
Regulatory Repercussions and Past Compliance
Because both operators reacted promptly, the KSA decided not to pursue further enforcement actions. However, both firms remain under close scrutiny. Vbet was previously flagged in 2025 for weaknesses in its anti-money laundering risk assessments, while Holland Casino recently lost a court battle against the KSA regarding prohibited advertising links between its land-based and online platforms.
The KSA reiterated that maintaining the integrity of sports remains a top priority:
“The regulator’s position corresponds with growing concerns in the industry about maintaining integrity in sports and reducing possible risks associated with unusual betting behaviour.”
This incident serves as a clear signal that the KSA will continue to rigorously enforce its integrity guidelines as the European sports market enters the high-stakes 2026 season.
