
Popular messaging platform Viber has pledged to cooperate with regulators in the Philippines to ensure its policies on gambling-related advertising are in full compliance with local laws.
The announcement comes in response to recent warnings from the country’s Department of Information and Communications Technology (DICT) regarding the monitoring of messaging and e-commerce platforms for potential involvement in online gambling activities.
Earlier this week, DICT Secretary Henry Aguda stated that the department was actively scrutinizing digital platforms and warned that any found to be in violation of local regulations could face severe penalties, including suspension or an outright ban from operating in the country.
In a formal statement, Rakuten Viber clarified its current position, noting that its guidelines permit promotions for gambling only in jurisdictions where such activities are legal.
The company confirmed it is now proactively seeking guidance from the relevant Philippine authorities and will adjust its approach accordingly once official advice is provided.
According to Viber’s publicly available policy, advertising for services such as online casinos, lotteries, and sports betting is permitted on a restricted basis.
Any potential advertiser must first secure written consent from the platform and provide evidence of full compliance with all necessary licensing, jurisdictional, and age-verification requirements.
Viber was keen to emphasize the distinction between advertising and facilitating gambling.

Rakuten Viber also noted that it works exclusively with a list of “carefully selected partners” to maintain user safety and ensure adherence to domestic laws. The company’s cooperative stance sets the stage for a dialogue with the DICT, which remains firm on its commitment to curbing illegal online gambling activities facilitated through digital platforms.
