Uruguay Targets Online Betting Safety with New Identity Verification Mandate

In a significant move to modernize its digital gaming landscape, the Uruguayan Ministry of Economy and Finance, through the National Directorate of Lotteries and Pools (DNLQ), has officially issued Resolution No. 015/2026.

This comprehensive regulatory update is designed to bolster responsible gaming practices and protect vulnerable segments of society as the country’s digital gambling market continues its rapid expansion.

Biometric “Proof of Life” Authentication

The resolution establishes mandatory guidelines for all licensed concessionaires offering international gambling and sports betting services via the internet. The most notable change is the requirement for advanced authentication during user registration. Operators must now implement face-to-face or remote identity verification that includes biometric verification and a specific “proof of life” procedure.

These security measures must be validated through official services provided by the National Directorate of Civil Identification. Existing users are not exempt; the DNLQ has granted a 180-day grace period for operators to verify and validate the identities of their current player databases, ensuring that all active accounts meet the new security threshold.

International Compliance and Social Responsibility

Beyond identity checks, Resolution No. 015/2026 mandates that all quiniela operators achieve Level 4 Responsible Gaming Certification from the World Lottery Association (WLA). This requirement pushes the local industry to align with the highest global standards for consumer protection.

Furthermore, all digital platforms and mobile apps must now feature visible, direct access to educational resources, self-exclusion tools, and problem gambling hotlines.

National Director Marcelo Visconti also reinforced strict advertising protocols, prohibiting any promotional content targeting minors. All commercial communications must now explicitly feature warnings regarding the prohibition of gambling for minors and actively promote responsible play.

As Latin American governments work to update their digital frameworks, Uruguay’s move establishes a new benchmark for a safe, transparent, and modernized online gambling environment.
