Ukraine To Implement State-Controlled Monitoring System For All Gambling Transactions

The Ukrainian flag represents the government's increased oversight and control over the iGaming sector through a mandatory transaction monitoring system to ensure transparency.

On August 31, 2025, Ukrainian authorities announced a decisive new measure to tighten oversight of the country’s regulated iGaming sector.

According to a resolution passed by the Cabinet of Ministers, all licensed gambling operators will now be required to process every transaction through a new state-controlled online monitoring system.

The regulation was officially confirmed through the government’s Telegram channel, marking a significant step in the evolution of the market.

This comprehensive tracking mechanism is designed to provide regulators with real-time visibility into all bets, winnings, and player financial activities.

The system has three primary objectives: to guarantee the full transparency of all operator activities, to combat financial crimes such as money laundering and tax evasion, and to strengthen responsible gambling protocols by identifying and flagging harmful patterns of behavior.

Ukrainian Authorities have described the initiative as a critical milestone in Ukraine’s ongoing efforts to modernize its national gambling framework.

Since legalizing gambling in 2020, the country has faced challenges with industry compliance, as some operators were criticized for underreporting financial flows or exploiting regulatory loopholes.

By implementing a centralized and mandatory monitoring system, the government aims to close these gaps, secure state tax revenues, and create a more accountable market.

For operators, this change presents both challenges and opportunities. While it will increase compliance costs, especially for smaller businesses, it also provides greater regulatory clarity and stability, allowing compliant companies to build long-term trust with both players and the state.

Industry analysts note that this reform brings Ukraine in line with global best practices, similar to monitoring systems already established in other regulated European markets.
