
Brazil concluded 2025 with historic figures in its regulated betting and gaming sector. The Stellar Gaming 2025 Report confirms that the industry reached record highs in both user engagement and financial performance.
This success comes despite the significant regulatory changes introduced earlier in the year, cementing Brazil’s status as a dominant market in Latin America.
Millions of Active Bettors
The report highlights impressive engagement levels. Stellar Gaming estimates that 25 million Brazilians actively placed bets on legal sites in 2025. This figure represents 12% of the adult population. The data suggests that betting has become a normalized form of entertainment. Furthermore, 17.7 million individuals placed at least one bet during the first half of the year.
Economic Contribution and Tax Revenue
The financial impact of the sector exceeded expectations. Total Gross Gaming Revenue (GGR) hit R36billion(US6.68 billion) by the end of the observed period. This revenue generation also benefited the public purse. Tax revenues from betting amounted to R3.3billion, while licensing and inspection fees contributed an additional R2.2 billion. Stellar Gaming projects that the regulated market could contribute nearly 0.25% to Brazil’s GDP.
Demographics and User Behavior
The Stellar Gaming 2025 Report offers a detailed profile of the Brazilian bettor. The average monthly spend is approximately R56(US10), reinforcing the view that betting is primarily a leisure activity. Mobile usage is dominant, with most activity occurring during evenings and weekends.
Men currently account for 68% of active gamblers, preferring traditional sports betting. However, women represent a rapidly growing demographic at 32%, showing strong engagement in online casino gaming. Despite the market’s maturity, a challenge remains in consumer education. Only 42% of gamblers fully understand the significance of the legal “.bet.br” domain extension. Transparency and education will be critical for the next phase of growth.
