
The Ukrainian Ministry of Digital Transformation has announced that its new state-run gambling monitoring system, PlayCity, is officially seeking an IT company to develop and build a new national register of excluded gamblers.
PlayCity, which was launched in the summer of 2025 to modernize the country’s gambling infrastructure, is aiming for a rapid rollout of the new system, with hopes that the register will be ready for launch as early as December 2025.
The new platform is being designed as a critical guardrail against gambling addiction and will feature robust functionality.
In addition to allowing individuals to self-exclude, the system will reportedly include an option for a person to request a ban on a close relative, subject to specific conditions.
This new register will be deeply integrated with Ukraine’s existing digital government portal, Diia. Launched in 2020, the Diia app allows citizens to securely access digital versions of their documents and identification.
Ukrainians will be able to create accounts and initiate exclusion bans by authorizing their identity through this secure portal.
Once operational, the register will automatically communicate with all licensed online gambling operators in the country.
Operators will be legally required to check a player’s information against this central demographic register to verify their status before being allowed to gamble.
Given the sensitive nature of the data, cybersecurity and the protection of personal information have been highlighted as a top priority in the project’s development.
This responsible gaming initiative is running alongside another of PlayCity’s key projects: the relaunch of Ukraine’s national lottery market. The government hopes the relaunch will raise significant funds for national defense, with licensing payments alone expected to generate over UAH 10 million.
