
Ontario’s regulated iGaming market established new performance records in November 2025, driven by a substantial increase in sports betting revenue. Data released by iGaming Ontario (iGO) confirms total cash wagers in the province reached CAD $9.33 billion, a 1% increase from the previous month’s record.
Total Non-Adjusted Gross Gaming Revenue (NAGGR) for the month stands at CAD $406.2 million, up 10% month over month. The report indicates that while online casino gaming continues to hold the majority of market share, sports betting segments drove the bulk of revenue growth during the period.
Sector Performance Breakdown
The data provides a granular view of wagering activity across the three primary verticals: online casino, sports betting, and peer-to-peer (P2P) poker.
- Online Casino: Generated CAD $7.95 billion in wagers (85% market share) and CAD $298 million in revenue. While wagers increased by 1%, revenue decreased by 2% compared to October.
- Sports Betting: Accounted for CAD $1.25 billion in wagers (13% market share). Revenue for this vertical surged to CAD $102 million, up 75% from the previous month.
- P2P Poker: recorded CAD $129 million in wagers (1% market share) and CAD $6.3 million in revenue.
Account Activity and Operator Data
Active player accounts in Ontario totaled approximately 1.3 million in November, a 1% rise from October. The average revenue per active player account increased by 10% to CAD $313.
The province currently hosts 48 licensed operators running 82 live gaming sites. Joseph Hillier, President and CEO of iGaming Ontario, noted that operator participation may fluctuate in the coming year.
“I think we can expect to see more [operators] join the sector in 2026 as the market matures,” Hillier stated regarding the market outlook.
Regulatory Context
The release of these financial figures follows a recent Ontario Court of Appeal ruling on international liquidity. The 4-1 decision confirmed that Ontario may legally permit shared liquidity pools with international jurisdictions, a development that iGO executives are currently reviewing for potential implementation in 2026.
