
The Dutch gambling regulator, Kansspelautoriteit (KSA), has officially addressed One Casino and bet365 following serious breaches of the country’s sports betting integrity laws.
During a rigorous 2025 review, the regulator discovered that both operators offered betting options on football matches involving participants under the age of 21, a practice strictly prohibited under Dutch law due to the heightened vulnerability of young players to match-fixing and outside pressure.
“Registration Errors” and Operator Liability
Both licensees attributed the violations to technical failures. One Casino claimed a system misclassification labeled an under-21 match as an “international friendly,” while bet365 described their breach as a “one-off” market error. Despite these explanations, the Ksa has reiterated that the responsibility for a compliant offering rests entirely with the operator.
This issue follows a previous €400,000 fine issued to bet365’s operator, Hillside New Media Malta, for targeting advertising toward young adults, a demographic the KSA insists requires “extra protection” because their brains are still developing and more prone to addiction.
A New Standard for Integrity
In response to these lapses, the KSA published an updated integrity guide, “Inzet op integriteit,” in late 2025. The document emphasizes that operators must apply automated controls to filter out prohibited markets or face severe penalties, including potential non-renewal of licenses when the current five-year Dutch online gambling permits begin to expire on October 1, 2026.
