KSA Issues a €1.2 Million Fine to Techno Offshore for Operating Illegal Casinos

The Dutch Gambling Authority, Kansspelautoriteit (KSA), has issued a €1.2 million fine to Techno Offshore Limited for illegally offering online gambling services in the Netherlands.

This penalty comes after a detailed investigation that revealed that Techno Offshore operated two websites without a Dutch gambling license, nolimitbet.com and simplecasino.com.

According to the KSA, both websites were available to Dutch players despite regulatory restrictions.

In addition to breaching licensing rules, the websites also lacked basic player protections, one of which included age verification during registration, as well as offering games with the volatile autoplay and turbo play features, which the Dutch authority states promote excessive gambling behaviour.

The initial fine was issued on July 23, 2024. During this time, Techno Offshore was warned by the KSA that it could face fines of €280,000 per week, up to a maximum of €840,000, if it proceeded to break the law.

However, this didn’t do much as the websites remained active well into 2025, consequently forcing the regulator to issue a much higher penalty.

The final penalty includes a basic amount of €600,000 plus an additional 10% of the total turnover of the company, which increased the total fine to nearly €1.03 million.

Additionally, the basic penalty refers to several violations, including charging inactivity fees, accepting cryptocurrencies, offering autoplay features, and failing to implement age verification, each carrying a fine of €75,000.

Michel Groothuzien, Chairman of the KSA, commented:

Licensed providers in the Netherlands must adhere to all kinds of rules to protect the player against gambling addiction. With illegal providers, we often see that the prevention of risky gambling behavior is not taken into account in any way, for example, by not using age verification, enabling payments with crypto or a lack of playing limits. We take tough action against these kinds of parties because they lure players to illegal offers, and players there are insufficiently protected.

In related news, the KSA has removed around 20 illegal gambling apps from online stores since the start of 2025. Many of these apps falsely used the branding of legitimate brands to redirect users to unlicensed gambling platforms.
