California’s Anti-Sweeps Bill Amended as Fourth Tribe Voices Opposition

Last updated on September 15th, 2025

California complex journey toward regulated online gaming has encountered another significant hurdle, as a fourth Native American tribe has officially announced its opposition to a pending bill targeting online sweepstakes casinos.

The legislation, which aims to clarify the state‘s stance on the controversial sweepstakes model, was recently amended in an effort to appease stakeholders.

The amendment reportedly includes language to protect non-gaming operations that utilize similar promotional models, a change intended to narrow the bill’s focus squarely on platforms deemed to be offering illegal gambling.

However, this concession has not been enough to unify support among the state’s powerful tribal gaming entities, whose influence is paramount in any discussion of gambling expansion.

The growing dissent highlights a deep-seated division within the state’s gaming landscape. Proponents of the bill argue that sweepstakes sites operate in a legal gray area, effectively offering online casino games without the required licenses and regulatory oversight, thereby undermining the exclusivity of tribal gaming compacts.

On the other hand, the opposing tribes may have varied concerns, ranging from fears that the bill does not go far enough to protect their interests to worries that it could inadvertently set a precedent for broader iGaming legislation that they are not prepared to support.

This latest development underscores the immense challenge of crafting gaming policy that satisfies the diverse commercial and sovereign interests of nearly 100 federally recognized tribes in California.

As the bill’s future becomes increasingly uncertain, the path to a regulated and cohesive online gaming market in the Golden State remains intricate and fraught with political complexities, leaving operators and consumers waiting for clarity.
