The Philippine Charity Sweepstakes Office (PCSO) has reached a landmark milestone in global gaming standards, securing Level 3 Accreditation for its Responsible Gaming Framework from the World Lottery Association (WLA).
Awarded on February 2, 2026, this distinction marks the first time the agency has reached this elite tier, placing it among a select group of international operators recognized for excellence in player protection and corporate governance.
Integrating Safety into Daily Operations
The shift from Level 2 to Level 3 signifies that the PCSO has moved beyond theoretical planning and into active implementation. Responsible gaming is now formally integrated into the agency’s budgets, strategic plans, and day-to-day tasks. Furthermore, the PCSO maintains ISO certification for every lottery draw, ensuring that all processes meet global benchmarks for quality, steady processes, and full checks.
“This prestigious international accreditation officially solidifies our status as a world-class gaming institution,” the PCSO stated. “It highlights our dedication to safeguarding the interests of players, stakeholders, and the communities we serve”.
National Leadership and Social Impact
This international achievement follows a stellar domestic performance. In December 2025, the Governance Commission for GOCCs (GCG) ranked the PCSO as the top state-owned corporation in the Philippines with a near-perfect score of 100.63 percent for 2024. This evaluation highlighted the agency’s massive revenue growth, which surged to ₱62.3 billion, and its vital social programs, which allocated ₱4.2 billion to charity beneficiaries like PhilHealth.
PCSO General Manager Melquiades Robles described the dual wins as clear proof of the agency’s commitment to excellence. “There is no greater motivation a government agency can have than putting its heart and soul into charity and public service,” Robles said. By aligning with WLA standards alongside peers in the U.S., Europe, and Brazil, the PCSO has solidified its role as a leader in the global lottery industry.
