Ecuador is preparing to introduce artificial intelligence technology developed by Palantir to monitor financial transactions across its regulated sports betting industry, reinforcing broader national measures against money laundering and illicit financial crimes.
The country’s Financial and Economic Analysis Unit (UAFE) will deploy the United States technology company’s platform starting in January 2027, empowering investigators to analyze complex financial data and flag suspicious activities involving licensed gambling operators.
José Julio Neira, Ecuador’s Secretary of Public Administration and former UAFE Director, confirmed the strategic initiative during an interview with Teleamazonas, explaining that the implementation is entirely supported through an agreement with the United States government. Neira stated: “Palantir is arriving through a donation from the United States government, which is donating $8 million dollars annually so that we can access that licence.” The announcement coincides with the rollout of new sports betting licensing procedures that establish rigorous reporting obligations regarding customer identification and financial transparency.
Strengthening anti-money laundering controls
Under regulatory mandates introduced in April 2026, sports betting operators are already required to report suspicious transactions to financial intelligence authorities. The integration of Palantir’s artificial intelligence platform is designed to significantly enhance the authorities’ analytical capacity, helping investigators detect hidden transaction patterns and financial risks.
Neira highlighted online sports betting as a sector requiring heightened scrutiny due to the multiple payment methods operators accept, which can create avenues for third parties to route funds through gambling accounts. However, he stressed that the government’s objective is not to ban sports betting, but to ensure strict oversight of licensed operators and verify the legitimate origins of capital circulating within the market.
New licensing procedures and technical standards
The technological upgrade follows the publication of Agreement MINEDEC-MINEDEC-2026-00078-A in Ecuador’s Official Register on October 5, 2026. Issued by the Ministry of Education, Sport and Culture, the framework establishes five-year Sports Betting Operators Licences (LOPD) carrying stringent compliance rules. Operators must ensure that every wager, deposit, payment, and prize withdrawal is tied to an identifiable customer, while their systems must satisfy Gaming Laboratories International’s GLI-33 technical standard and incorporate robust protections against underage gambling.
Businesses failing to meet anti-money laundering controls face license suspensions of up to 180 days, while severe convictions for fraud, bribery, or money laundering result in permanent revocation. Authorities also retain enforcement powers to restrict access to unlicensed gambling sites through domain blocking and payment service interventions.
Licensing fees and operational restrictions
The regulatory framework encompasses both domestic and international sports betting operators, with overseas companies subject to separate Internal Revenue Service registration. Under Executive Decree 487, annual licensing fees are calculated at 655 unified basic salaries, amounting to three hundred fifteen thousand seven hundred ten dollars based on the 2025 benchmark. Payments must be settled during the first twenty days of each year.
The legislation maintains strict boundaries: sports betting licenses do not authorize online casinos, land-based venues, bingo, or lotteries, which remain unlawful. Furthermore, athletes, coaches, and sports officials are prohibited from betting on competitions they can influence.
