The Dutch gaming regulator, Kansspelautoriteit (KSA), has announced the appointment of two distinguished professionals, Prof. Dr. Ingmar Franken and Marianne Hoogland, to its Advisory Board.

The new members, who will each serve a three-year term, bring extensive expertise from the fields of clinical psychology and law, strengthening the regulator’s strategic oversight capabilities.

Their appointments come at a critical time for the Dutch gambling market as it navigates complex regulatory challenges.

Prof. Dr. Ingmar Franken is a highly respected figure in addiction research. He currently serves as a professor of Clinical Psychology at Erasmus University Rotterdam and is the Head of the Centre for Addiction and Substance Research (CESAR).

His distinguished career, which began in 1994, includes senior roles at Erasmus and the mental healthcare provider Antes, giving him deep insight into the psychological impacts of gambling.

Marianne Hoogland brings a wealth of legal and judicial experience to the board. She is currently the National Chief Advocate General of Ressortsparket, the public prosecutor’s office at the Dutch courts of appeal.

Her previous roles include Deputy Chief Public Prosecutor at the District Public Prosecutor’s Office in The Hague, providing her with profound knowledge of the legal system.

Franken and Hoogland join the board eleven years after its inception, working alongside Chair Anita Vegter and members Haiko van der Voort and Peter Kerkhof.

The appointments are particularly timely as the Netherlands grapples with the consequences of a recent increase in gaming taxes.

The tax hike has been linked to a decline in channelization to legal operators and a corresponding rise in illegal online gaming traffic, resulting in a €30 million ($34.6m) tax revenue shortfall in the first half of 2025.
