The UK Gambling Commission and the Gambling Regulatory Authority of Ireland (GRAI) have signed the historic Memorandum of Understanding (MOU) in Dublin that lays the foundation framework for a collaboration between the two gambling authorities.

Signed on April 2nd, 2025, this collaboration will specifically focus on the partnership between the two authorities, as it highlights crucial segments of the agreement to create regulatory obligations for both parties while sharing duties and responsibilities.

Moreover, this collaboration will address joint regulatory challenges and concerns with both regulators, particularly the ever-growing problem of black market operators and illegal gambling in the United Kingdom and Ireland.

Right after the signing of the MOU collaboration, the Gambling Commission and the GRAI participated in a bilateral meeting where they discussed some of the biggest challenges in the iGaming sector, particularly issues related to monitoring, enforcement and compliance.

Anne Marie Caulfield, Chief Executive Officer of the Gambling Regulatory Authority of Ireland, commented on the development and highlighted the importance of this partnership for both authorities, expressing gratitude to the CEO of the Gambling Commission, Andrew Rhodes.

This Memorandum of Understand with the UK Gambling Commission is an important step in formalizing the working relationship between the two regulators and I would like to thank Andrew Rhodes, and a number of his colleagues across the various areas of the Commission for their advice and support over the past number of months. Ireland and the UK share many of the same operators and gambling practices, so putting this agreement in place will enhance our ability to share information and discharge our respective regulatory responsibilities effectively.  Open dialogue and close cooperation between both jurisdictions are paramount, and I greatly look forward to continuing this close cooperation in the years to come.

Consequently, this Memorandum of Understanding is part of a broader plan by the GRAI to establish similar collaborations with other European gambling authorities for the purpose of exchanging information and bolstering the safety and transparency of the iGaming realm.
