
New Advisory Firm Focuses on Gambling Regulation, Illegal Markets, and Technology-Driven Compliance Solutions
Former UK Gambling Commission (UKGC) executive Tim Miller has launched GamReg Consulting, a specialized advisory firm focused on gambling regulation, illegal markets, and technology-related regulatory challenges. Miller serves as founder and managing director, bringing approximately 25 years of broader regulatory experience alongside a decade at the UKGC.
Miller departed his role as Executive Director of Policy and Research at the UKGC in September 2026 after ten years with the regulator. During his tenure, he managed the execution of the UK Government’s Gambling Act Review White Paper, overhauling rules regarding age verification, financial vulnerability checks, remote game design, and direct marketing, while also overseeing the creation of the Gambling Survey for Great Britain.
Outcomes-Focused Regulation and Combating the Black Market
GamReg positions itself at the intersection of policy, enforcement, and technology, helping governments, regulators, and industry stakeholders translate complex regulatory objectives into practical, real-world systems. Tim Miller advocates for practical, evidence-led regulation that protects consumers while maintaining the accessibility and competitiveness of legal gambling products.
A central priority for the consultancy is combating illicit gambling. Recent industry data highlights the growing scale of the challenge: a study by Regulus Partners and Helios for the European Gaming and Amusement Federation (Euromat) revealed that Europe’s illegal online gambling market reached €12 billion (approx. $13.67 billion) in net revenue in 2025, accounting for roughly 25 per cent of the total European online market. Furthermore, the study projects the UK’s illicit market could climb to €1 billion (approx. $1.14 billion) following the remote gaming tax increase from 21 per cent to 40 per cent in April 2026.
Alongside international operations already underway with partners in North America, with broader global expansion slated for 2027, GamReg aims to help jurisdictions safeguard regulated markets, ensure consumer protection, and effectively disrupt fast-moving cross-border black-market activity.
