Oklahoma Senate Rejects Sports Betting Bill for Second Consecutive Year

Lawmakers voted 27–21 against an amended version of HB 1047, effectively ending any chance for a regulated market launch during the 2026 calendar year.

Broken Hopes and Tribal Tensions

The failure of the bill, authored by Senator Bill Coleman and Representative Ken Luttrell, comes despite strong backing from the Oklahoma City Thunder and a supermajority of tribes within the Oklahoma Indian Gaming Association.

The proposal would have authorized tribal-led retail sportsbooks and mobile partnerships with Tier-1 operators like DraftKings and FanDuel. Unique revenue-sharing clauses had also been included to support the “Strong Readers Fund” and state tourism.

Senator Bill Coleman expressed his frustration on the Senate floor, addressing concerns that gambling expansion would fuel addiction:

“This is a big day for Oklahoma. We’re closer than we’ve ever been to legalizing sports betting. The problem is it is here right now with prediction markets. It’s legal, you can legally make that bet in Oklahoma right now on this floor, and we don’t make a dime from it, and they don’t have any laws.”

Stitt’s Opposition and Future Hopes

Even if the Oklahoma Senate had passed the measure, it faced a probable veto from Governor Kevin Stitt. Stitt has consistently opposed any framework that grants exclusive wagering rights to tribal entities, insisting that licenses also be available to horse tracks and the state lottery. Last fall, Stitt noted,

“None of those bills that have moved off the Floors of the House or Senate have gotten my input on them.”

Despite the defeat, Senator Coleman has signaled his intent to press for a re-vote, although the path forward remains technically and politically blocked.
