
Strong Early Demand Exceeds Expectations Over a Year Before the Market Opens in July 2027
Finland’s upcoming liberalised online gambling market has drawn strong early interest, with approximately 50 operators applying for licences under the country’s new framework ahead of its official launch on July 1, 2027. Confirmed by the National Police Board’s Gambling Administration, this figure represents a significant increase from late March, when only 24 applications had been submitted. The early volume has already matched the total number of licence holders previously anticipated by industry observers only after the market went live.
Rigorous Review Process and Compliance
Because the majority of applicants are international operators, the approval process involves rigorous vetting. Regulators must evaluate corporate structures and multi-jurisdictional documentation. Each application carries a €29,000 processing fee, and formal evaluations begin only once payment is received.
The National Police Board is thoroughly examining financial standings, reliability, and regulatory compliance to minimise risks such as money laundering. While no closing date has been set for submissions, officials target an average processing time of about six months and have urged applicants to provide complete documentation from the outset rather than requesting frequent updates.
Market Outlook and Unresolved Regulations
Finland approved its landmark gambling reform legislation in January, setting the stage to dismantle Veikkaus’ long-standing online monopoly. Despite this direction, market participants continue to navigate uncertainty regarding operational details, such as bonus rules, advertising restrictions, and practical player protection enforcement. Meanwhile, speculation persists surrounding state-owned Veikkaus, estimated to be valued at around €4.5 billion including its lottery and land-based assets, and its future role once competition arrives.
The rapid influx of applications has also sparked discussions over whether Finland’s market can sustain dozens of operators. Initial estimates suggested the market would settle around 40 to 50 licence holders post-launch, a threshold already reached well over a year before licences take effect on July 1, 2027. Until the commercial market opens, licensing supervision remains under the National Police Board before transitioning to the newly established Finnish Supervisory Agency.
