The gaming regulator of France, the Autorité Nationale des Jeux (ANJ), has levied a significant financial penalty of €75,000 against a licensed online operator.
The fine was issued by the ANJ’s Sanctions Committee following an investigation that uncovered severe and persistent non-compliance with data management obligations over a two-year period, from 2022 to 2024.

The legal framework in France mandates that all licensed operators must maintain a secure, real-time repository of all player and gaming data, a that digital vault must be continuously accessible to the ANJ, containing complete and accurate records of every transaction.
This requirement is a cornerstone of the French regulatory model, designed to ensure full transparency and enable effective oversight of the market. The operator in question was found to have fundamentally violated this mandate.
An in-depth review by the committee revealed two distinct and serious breaches. Firstly, the operator failed to archive data corresponding to several million euros worth of player bets within its hardware system, effectively creating a significant gap in its transactional records.
Secondly, it was discovered that the operator had transmitted more than 900,000 individual data records to the regulator that were faulty, inaccurate, or incomplete, thereby corrupting the integrity of the information provided for supervision.
These failures, which directly contravene Articles 31 and 38 of the law of 12 May 2010, had profound consequences. The ANJ stated that the absence of reliable data critically impaired its ability to perform its essential functions.
This included the crucial monitoring of player return rates (RTP), the identification of behavioral patterns indicative of problem gambling, and the overall verification of game fairness.
The regulator also stressed that such data gaps compromise the collective effort to detect and prevent illicit activities like fraud and money laundering.
In issuing the penalty, the ANJ sent a clear message that data compliance is non-negotiable. This enforcement action aligns perfectly with the authority’s broader strategic objectives, which prioritize consumer protection and the fight against excessive gambling.
It serves as a stern reminder to all licensees that maintaining transparent, accurate, and complete data records is a fundamental condition of holding a French gaming license.
