Romania is increasingly viewed as a key jurisdiction in Eastern Europe, with internet penetration reaching 88% across its population of 19 million. The market is highly competitive, hosting over 50 licensed operators and showing robust growth, with total industry turnover exceeding €2 billion in 2023—a 15% increase year-over-year.

The Class 2 B2B license is particularly advantageous as it allows Expanse Studios to distribute content without the need to establish a local Romanian entity or pay corporate taxes in the country. This facilitates rapid deployment into a market where mobile gaming is dominant and player engagement is high.

Obtaining ONJN approval is a rigorous process under Government Emergency Ordinance 77/2009. The framework prioritizes technical compliance, player protection, and operational transparency.
