Idea Maker Meios de Pagamento e Consultoria, a fintech company based in São Paulo, has taken the lead in the competitive bidding process for the concession to operate the Lotesul lottery in Mato Grosso do Sul.

The contract is a high-stakes opportunity, expected to generate approximately R$51.4 million in annual revenues for the winning concessionaire. Founded in 2011, Idea Maker moved into the front-runner position after its primary competitor, Prohards, was technically disqualified during the evaluation phase.

Aggressive Financial Terms and Regional Expertise

In an effort to solidify its standing, Idea Maker presented an aggressive financial offer to the state government. The bid includes a transfer of 35.33% of total revenues to the public coffers, a figure that significantly exceeds the minimum requirement of 14.33% set by the bidding rules. This is currently the highest offer among all remaining competitors and signals a potential windfall for the state.

The company is no stranger to the region; it created the mobile app for the MS Cap capitalization bond, which replaced Pantanal Cap in 2021. If successful, Idea Maker will be responsible for managing the entire digital platform for Lotesul. However, before the contract is finalized, the company must undergo a rigorous Proof of Concept (PoC).

This stage is designed to test the technical capabilities and integrity of the proposed platform, ensuring it can handle sales control, player identification, payout processing, and tax collection with complete transparency.

A Major Strategic Expansion

The move to operate Lotesul lottery in Mato Grosso do Sul represents a significant expansion for Idea Maker, which is currently headed by executive Jorge Ramos de Oliveira Júnior and entrepreneur Marcelo Augusto Galli. With a registered capital of R$5.5 million, the fintech already manages high-traffic applications in São Paulo, Minas Gerais, Paraná, and Santa Catarina.

Despite its current lead, the final outcome remains subject to the results of the practical technical tests. Additionally, the disqualified competitor, Prohards, has announced its intention to appeal the decision once the evaluation stages are complete. The Mato Grosso do Sul state government is expected to announce the date of the practical technical test via the Official Gazette shortly.

This test will ultimately determine if Idea Maker can provide the necessary technology to operate a secure and reliable lottery system for the state’s citizens.
