The government of Gibraltar has begun the search for a new gambling commissioner and executive director, with the long-serving Andrew Lyman set to stand down from the role.

The government of Gibraltar has opened applications for a new Gambling Commissioner as Andrew Lyman prepares to step down.

In an official job post, the government said the successful candidate will provide strategic leadership and overall responsibility for its Gambling Division. According to the published job specification, candidates should have at least five years of experience in a senior executive or regulatory or strategic role within the gambling industry.

Applicants should also possess a strong understanding of the operational and commercial and regulatory landscape within gambling. Other requirements include significant expertise in gaming taxation and fiscal policy as well as experience engaging with United Kingdom government stakeholders. In addition candidates should have a strong understanding of international gambling markets and regulatory frameworks beyond the United Kingdom.

The appointment is being offered on a fixed two year term with the option of renewal. The government added that a competitive salary package is available. Applicants must be resident in Gibraltar upon taking up the position. Applications are open until 26 June with interviews for the role set to begin from the middle of July. The government did not disclose when it expected to confirm an appointment.

Andrew Lyman Era Nears an End

The job post means the end of Lyman tenure as head of the Gambling Division. He has held the role of gambling commissioner and executive director in Gibraltar since January 2018. Prior to taking on the position Lyman spent over eight years with William Hill. His career there included a spell as director of group regulatory affairs. His earlier industry roles included director of monitoring and enforcement with the UK Gambling Commission.

Lyman is set to step down having overseen the introduction of the territory new Gambling Act and wider regulatory reforms. This entered a transitional period in April and replaces the previous 2005 legislation. The new look act introduces a modernised licensing and regulatory framework. This contains enhanced oversight powers and expanded licensing requirements. It also introduces new accountability measures for industry participants.
