Ukraine’s national gambling regulator, PlayCity, has intensified its enforcement actions by imposing a fine of over ₴432,000 ($10,000) on SLOTS U.A. LLC, the licensed operator behind the prominent BetKing Casino.
The penalty was issued following the operator’s failure to provide mandatory information to the regulator within the prescribed legal timeframe.
Transparency as a Market Mandate
In a formal statement released via its Telegram channel, PlayCity emphasized that compliance is non-negotiable for maintaining the integrity of the domestic market. The regulator noted:
“Prompt and complete provision of information is the duty of gambling organizers and an important condition for the transparent operation of the gambling market.”
BetKing Casino, formerly known as Slotoking, has been a key player in the Kyiv-based sportsbook sector since late 2024. This fine serves as a stark reminder to all license holders that administrative delays in meeting official requests will result in direct financial consequences.
Digital Innovation in Player Protection
Simultaneously, PlayCity is celebrating the successful rollout of its new digital player complaint platform. This tool allows citizens to instantly flag illegal gambling advertisements across social media, TV, and outdoor spaces. The system is uniquely designed to capture “disappearing” content, such as social media stories, by downloading them immediately upon a user’s submission.
The platform has already claimed its first victory: a Twitch account was recently blocked within a week after streams promoting unlicensed gambling were reported through the tool. This success highlights PlayCity’s growing collaboration with global tech giants like Meta, Google, and YouTube.
State Strategy for 2035
Beyond immediate enforcement, the Ukrainian government has launched public consultations for a long-term Anti-Gambling Addiction Strategy running through 2035. Announced by the Ministry of Digital Transformation, the plan aims to mitigate the social and medical risks of excessive play.
The draft includes a specific operational action plan for 2027–2029 to coordinate governmental and healthcare stakeholders. Interested parties have until May 18, 2026, to submit their feedback on this historic policy shift.
