Data from the Secretariat of Prizes and Betting (SPA) reveals that over 25 million unique CPF records were active on licensed platforms in 2025, meaning roughly 10% of the entire Brazilian population is now engaged in the legal betting market.

Revenue Benchmarks and User Maturity

The “Bets Panel” report indicates that the market generated a staggering R$ 36.1 billion in Gross Gaming Revenue (GGR) during its inaugural regulatory period.

On an individual level, users contributed an average of R$ 1,431 in revenue to operators. Interestingly, while 48% of users remain loyal to a single platform, approximately 24.5% are “multi-platform” bettors, holding active accounts across four or more different sites to hunt for the best odds.

Social Reinvestment and Digital Surge

The formalization of the industry has provided a massive boost to the national treasury and social initiatives. In 2025 alone, R$ 4.53 billion (12% of total revenue) was allocated to public sectors:
