The State Secretariat of Finance (Sefaz) of Mato Grosso do Sul has officially launched the institutional website for Lotesul, the state’s planned lottery service, even as the bidding process for its operator remains suspended.

The digital portal went live on Monday, reinforcing the government’s commitment to the project despite administrative hurdles imposed by the Tribunal de Contas do Estado (TCE MS).

The tender process was halted on the very day the operating company was set to be defined, following a suspension order from the TCE MS on the 15th. This interruption has left the implementation timeline in limbo, with no confirmed date for the resumption of bidding or the start of lottery operations. The pause may necessitate adjustments to the project’s governance or documentation before it can proceed.

A Hub for Transparency and Education 

Hosted on the Sefaz portal, the new Lotesul webpage features the lottery’s official branding incorporating the state flag’s colors and a four leaf clover and serves as a central information hub. It details the operational concept, planned activities, and institutional positioning of the lottery. Crucially, the site includes a dedicated section on responsible gaming, emphasizing the lottery’s role as a form of entertainment rather than purely a commercial venture, and warning of the risks associated with gambling.

Economic and Social Impact 

Government projections estimate that Lotesul could contribute approximately 0.85% to the state’s GDP, generating an annual financial movement of R1.4 billion to R2 billion. The website highlights the social function of these revenues, which are intended to fund priority state programs and public interest initiatives. While the future of the tender rests with the Audit Court, the launch of the digital platform signals the state’s readiness to move forward once regulatory clearance is granted.
