The official Lottery of the Río Negro Province has formalized a milestone educational agreement with the Provincial Institute of Public Administration (IPAP) and the Secretariat of Public Function to launch an advanced professional development program for all active lottery agents across the jurisdiction.

Certified Professional Frameworks in Río Negro

The high-level signing ceremony was finalized with the direct participation of IPAP President Juana Benítez, Secretary of Public Function Tania Lastra, and the Río Negro Lottery Interventor Jorge Manzo. The initiative represents a core component of a province-wide academic program promoted by IPAP to enhance the operational qualifications and technical capabilities of civil servants across Río Negro.

Under the absolute terms of the compact, all training courses developed for lottery agents will feature official state certification and full academic backing provided by IPAP. The courses will utilize a hybrid delivery model, taking place through both in-person workshops and virtual interactive portals. Notably, the acquired certifications will be hard-coded directly into each employee’s official personal record, serving as a primary requirement during subsequent administrative career advancement and staff recategorization procedures.

The training program is built around specific modules that are increasingly vital to the modern gaming industry, focusing on responsible gaming standards, anti-money laundering protocols, illegal gambling mitigation, and the application of artificial intelligence. Jorge Manzo, Interventor of the Río Negro Lottery, emphasized that the technical curriculum is designed to drive corporate evolution while offering staff clear pathways for professional advancement:

“The issues that we need to deal with are the responsible game, prevention of illegal gaming, anti-money laundering, and artificial intelligence; hence the importance of these training sessions. Our objective is for our employees to develop, progress within their administrative career paths, and have the feeling that they belong to a constantly challenging organization.”

IPAP President Juana Benítez added that modern state gambling administration requires highly prepared public organizations equipped with advanced technologies:

“In today’s times, the requirements of public administration call for increasingly prepared organizations, equipped with modern technologies, and professionals who can keep improving professionally. Thanks to this agreement, the certifications we issue will be included in each agent’s record and will help them with their recategorizations.”

LOTBA Deploys Mandatory Anti Gambling Classes

In a parallel regulatory enforcement push, the Lottery of the City of Buenos Aires (LOTBA) has operationalized mandatory educational sessions explicitly targeted at individuals charged with illegal gambling offenses. The behavioral program was deployed in close coordination with the Specialized Prosecutor’s Office for Illegal Gambling (FEJA), directed by Dr. Juan Rozas, alongside the Legal Secretariat, guided by Dr. Rodrigo Branca.

The workshops are managed by LOTBA General Director Ezequiel Domínguez and the Submanagement of Gaming Conduct, functioning as a mandatory condition embedded within official probation agreements for offenders.

The interactive workshops require participants to analyze the severe legal, economic, and social consequences of underground betting rings compared to highly regulated markets, warning about the direct risks these unlicensed channels pose to player identity security, the protection of minors, and family finances.

General Director Ezequiel Domínguez explained that the initiative forms part of a wider strategy of prevention, control, and multi-agency coordination across Argentina:
