
In a direct move to address the rising socio-economic challenges of online gambling addiction among local citizens, the Philippine Amusement and Gaming Corporation (PAGCOR) has officially launched the National Problem Gambling Helpline.
The centralized hotline is operationalized on a 24/7 around-the-clock shift schedule to deliver immediate, expert clinical counseling options to affected individuals nationwide.
Around-the-Clock Support Channels Active
Domestic callers can reach the specialized helpline environment immediately by dialing (02) 8248-9568 to interface directly with trained addiction counselors. PAGCOR confirmed that the support system is fully optimized to assist not only individual problem gamblers but also extended family members experiencing financial, relational, or emotional crises stemming from speculative wagering habits.
The service launches with an initial base of 12 certified para-counselors split across three daily operational shifts, with plans already underway to scale up the telephone workforce to handle rising volume. The deployment arrives amid intense scrutiny from local civic groups and the Catholic Bishops’ Conference of the Philippines, which recently issued a public statement classifying online gambling as a major moral and social crisis.
Clinical Interventions and Government Revenue Realities
To build out a comprehensive triage structure, PAGCOR partnered directly with the Seagulls Flock Organization Inc. (SFO), a prominent non-governmental organization specializing in substance abuse recovery and gambling behavioral therapy.
Alejandro Tengco, Chairman and CEO of PAGCOR, explained that the initiative balances the state’s significant economic collection goals with proactive, humane consumer safeguards:
“This project reflects the company’s attempt to make sure that gaming is productive, responsible, humane, and accountable. While some individuals see gaming as something that gives pleasure to them, there are other individuals whose gaming experience results in various negative outcomes, such as financial, emotional, relationship, and social problems. SFO offers both competence and compassion, as they believe people can recover, heal, and begin a new chapter of their lives.”
Teresita “Chit” Castillo, Chairperson of the Seagulls Flock Organization, detailed that the National Problem Gambling Helpline functions as an initial data-driven entry gate to long-term clinical rehabilitation:
“The helpline will focus on guidance, triage, and long-term support, following proper referral protocols for crisis situations. The partnership connects regulatory measures with clinical, evidence-based interventions such as counseling and referrals to treatment and rehabilitation centers.”
Chairman Tengco noted that while illegal, unapproved offshore sites drive market instability by allowing minors to place bets, the regulated, licensed online gambling framework generates over P100 billion annually in direct government revenue while providing stable employment for more than 32,000 local casino professionals.
