Victorian Gambling Regulator Prioritizes Advanced Monitoring Technology, Data Intelligence, and Proactive Enforcement
In response to rapid shifts in Victoria’s gambling sector and the growing impact on vulnerable community members, the Victorian Gambling and Casino Control Commission (VGCCC) has officially released its new three-year strategic roadmap, Strategy 2029. The framework places a central focus on upgrading industry monitoring capabilities and modernizing regulatory enforcement to address emerging market complexities.
Adapting to Technological Shifts and Accessibility
As operators increasingly adopt sophisticated technologies, modern promotional tools, and streamlined payment options, gambling has become significantly more accessible. According to VGCCC CEO Suzy Neilan, these market transformations are reshaping how people experience gambling while simultaneously heightening the risk of harm and complicating cross-channel oversight.
To counter these challenges, the regulator is shifting toward a more agile, data-driven approach.
“In response we will leverage technology, data, research and intelligence to allow us to identify risks earlier and act sooner,” Ms. Neilan stated. “Combining intelligence, research and partnerships, allows the VGCCC to identify the issue early, understand its potential impacts and take proportionate action.”
Core Regulatory Objectives and Community Protection
Strategy 2029 allows the commission to build upon the foundational frameworks established since its inception. The regulator plans to concentrate its efforts where they deliver the highest impact, prioritizing targeted engagement, robust education, harm minimization measures, and decisive regulatory enforcement.
Emphasizing the core philosophy guiding the commission, Ms. Neilan added:
“Gambling is an inherently risky activity. Minimising the risk of harm to the community underpins everything we do. The VGCCC will use every tool available so that gambling in Victoria is as safe and fair as possible, and the industry operates safely, fairly and with integrity.”
