
KCSC Rejects Decentralized Defenses as Predictions Platform Faces Growing Global Restrictions
The Korea Communications Standards Commission (KCSC) has officially moved to block domestic access to the predictions platform Polymarket following a dispute over illegal gambling that began over a month ago.
At the start of July, South Korean regulatory authorities gave the US-based firm an opportunity to present its position regarding the allegations before enacting an outright ban.
Polymarket’s Defense and Regulatory Rejection
In its defense, Polymarket argued that its blockchain-based smart contracts and non-custodial peer-to-peer architecture should exempt it from traditional South Korean financial regulations. The company highlighted that it does not support Korean Won payments, has removed its Korean-language service, does not directly collect or manage funds, and does not issue sports lottery tickets.
However, South Korean authorities dismissed these arguments, stating that the speculative nature of the platform and its targeting of domestic-specific markets, such as predicting “August Precipitation in Seoul”, violate national laws.
The KCSC emphasized that platforms cannot bypass domestic laws simply by citing decentralized technology, order books, trading interfaces, or the absence of local-language support.
Widespread Global Resistance to Prediction Markets
South Korea’s decision adds it to a growing list of nations restricting citizen access to Polymarket. While the platform’s avoidance of gambling classifications has benefited its standing in the US, where it is regulated by the Commodities Futures Trading Commission (CFTC), it has faced heavy friction globally.
Asian countries including Singapore, Indonesia, and Myanmar have taken similar actions, while numerous European gambling hubs restrict users from trading on the site. Although Gibraltar has established a regulated prediction markets framework offering a potential European lifeline, regulators across Europe continue to maintain that predictions and gambling are fundamentally the same.
