Brazil’s Senate Sports Committee (CESp) has officially approved bill PL 6124/2025, a landmark piece of legislation that proposes to funnel a portion of the tax revenue generated by licensed sports betting companies directly into the nation’s military sports programs.
Proposed by Senator Leila Barros, bill PL 6124/2025 is a central part of the ongoing national debate regarding the distribution of wealth from the country’s newly regulated iGaming sector.
A New Model for Revenue Distribution
The initiative seeks to amend existing revenue policies to include the Brazilian Military Sports Commission as a primary beneficiary. Under the current estimates discussed in the Senate, approximately BRL 0.30 to BRL 0.40 of every BRL 1,000 in regulated betting income would be earmarked for military sports.
These funds are intended to support athlete development, social inclusion initiatives, and high-performance training regimens managed by the Ministry of Defense.

The proposal has gained traction among lawmakers who view the military as a fundamental pillar of Brazil’s success in international athletics.
Senator Chico Rodrigues emphasized the importance of the sector:
“The military sports sector plays an essential role in all the sports initiatives of this country, enabling us to maintain and develop high-performance programs in Olympic and Paralympic sports.”
Senator Leila Barros echoed these sentiments, noting that the military serves as a strategic partner for the nation’s elite competitors:
“The Brazilian Armed Forces are partners in high-performance sports. They assist athletes taking part in Olympic and world championships in many ways. There are several disciplines in which we participate with the help of the Armed Forces.”
The Road Ahead for PL 6124
This debate occurs as Brazil’s legal betting industry experiences explosive growth, forcing lawmakers to decide how to divide a multibillion-real tax pool among sports, public education, and social projects. Having cleared the Sports Committee, the bill must now secure approval from the Senate’s Committee on Economic Affairs (CAE) before it can proceed to a full vote.
If passed, it would cement the military’s role in the national sporting ecosystem through a dedicated stream of sustainable gambling revenue.
