Mariano argues that “influence comes with responsibility” and is urging streamers to exclusively promote PAGCOR-licensed platforms. He envisions a “transparent culture” where creators help viewers distinguish between legitimate operators and “fly-by-night” scams.

One of the most popular content creators in the Philippines, Boss Toyo of Buenas PH, is also backing the push, advocating for educational content that guides viewers on legal betting lines and offers support for recovery.

Regulation as Protection 

Atty. Anthony “Tony” Manguiat of HHR Philippines Inc. defended the strict regulatory framework provided by PAGCOR, describing it not as a hindrance but as a necessary shield for consumers. He emphasized that tools like KYC protocols and age barriers are essential to stop problems before they start, countering the “wild access” offered by black-market sites.

Jev Mark Macam of 888 Luxury Legacy Corporation echoed the need for visible standards, noting that rogue platforms damage the industry’s credibility by stiffing payouts and stealing data. The consensus among legitimate stakeholders is clear: education and awareness are the most effective tools to steer the public toward safe, regulated environments.
