Government Escalates Enforcement and Enforces Strict Penalties Under a New 100-Point Reform Plan
Nepal has intensified its efforts against illegal online gambling by ordering internet service providers (ISPs) to block more than 200 unauthorized betting websites and applications. The sweeping intervention stems from a newly approved 100-point Governance Reform Action Plan initiated under the Cabinet led by Prime Minister Balendra Shah, with implementation managed by the Ministry of Communication and Information Technology.
The Nepal Telecommunications Authority (NTA) acted swiftly, instructing ISPs to restrict access to the targeted platforms within a strict 24-hour window. While online betting is already prohibited under Nepal’s Civil Criminal Code 2017 and the Advertisement Regulation Act, the latest measures represent a major escalation in enforcement to close regulatory gaps exploited by offshore operators.
Impact on International Operators and Consumer Risks
Prominent international betting brands, including Mostbet, Megapari, 22Bet, and Parimatch, have been caught in the nationwide blockade. These offshore platforms have historically offered cricket and football betting, live casino wagering, and virtual games to Nepali consumers utilizing digital payment methods.
Authorities have issued strict warnings regarding the criminal consequences of participating in, advertising, or facilitating illegal gambling. Individuals found in violation face potential penalties including up to one year of imprisonment, fines reaching Rs. 10,000 ($65), and asset confiscation. Furthermore, the NTA has been granted an expanded monitoring mandate to target digital marketing, social media promotions, and influencer endorsements used by offshore entities to attract younger audiences.
The government emphasizes that the crackdown is vital for protecting consumers from unregulated foreign entities where recourse for fraud, withheld winnings, or financial disputes is severely limited.
