Google has updated its personalised advertising policy for gambling-related content on YouTube, expanding the deployment of predefined audience groups across the United States, United Kingdom, and Canada while formally bringing prediction markets under its sensitive advertising category rules.
Taking effect on October 30, 2026, the revised policy allows advertisers promoting sensitive categories, including gambling, to utilize Google’s predefined audiences during campaign setup. These audience groups are built around general interests, demographics, and location parameters while deliberately excluding sensitive user information. However, the update does not grant all gambling operators blanket targeting access across all three regions, as prediction market operators remain subject to separate advertising restrictions and strict geographic boundaries.
Prediction markets integrated into gambling rules
Under the updated framework, Google classifies prediction markets within its gambling-sensitive advertising category, subjecting them to personalized ad rules alongside mandatory local licensing verification. Eligible prediction market advertising is currently permitted only in select US jurisdictions, excluding Connecticut, Michigan, Nevada, New York, and Ohio, while the UK and Canada remain off the approved market list.
In the US, approved advertisers are limited to exchanges authorized by the Commodity Futures Trading Commission (CFTC) and brokerages authorized by the National Futures Association (NFA), provided they offer access exclusively to specified exchange-listed products. Advertisements for fixed-payout binary options remain strictly banned.
Despite these updates, core restrictions on gambling ad targeting remain firmly in place. Advertisers are prohibited from using custom-curated audiences or targeting users based on health data related to gambling habits. Operators must maintain valid local licences and certifications, and ads must never target minors, with users under 18 automatically excluded from personalized ads.
Expanded YouTube placements and certification checks
The latest policy shift follows a series of adjustments to Google’s gambling advertising ecosystem throughout 2026. On October 7, Google announced that certified online gambling advertisers could secure YouTube Masthead placements starting October 21, extending an option previously restricted to sports betting campaigns. Sold via reserved bookings rather than standard auctions, Masthead ads appear prominently at the top of the YouTube homepage and feed across desktop, mobile, and TV screens for fully certified operators.
Furthermore, Google tightened certification requirements in September, introducing rigorous checks for advertisers, agencies, and third-party manager accounts handling gambling campaigns. Manager accounts that accumulate repeated policy violations or face certificate revocations risk losing eligibility to apply for new gambling advertising credentials altogether.
Broader regulatory backdrop
These platform-level updates unfold amid mounting legal friction across the US regarding the oversight of prediction markets. Ongoing disputes center on whether event contracts should fall under federal financial market regulations or state-level gambling laws. Notably, the CFTC recently intervened in federal court against Utah’s legal actions targeting prediction exchange Kalshi, reflecting a broader national struggle involving over 20 states contesting sports-related event contracts under local anti-gambling statutes.
