Belle Corp has officially announced that it is currently engaged in high-level discussions with several interested international operators following the issuance of a provisional casino license for its proposed resort in Clark, Pampanga.

The project is strategically designed to proceed with its foundational development while the company finalizes the necessary operational partnerships.

Licensing and Co-Licensing Model

According to a filing with the Philippine Stock Exchange, Belle’s gaming units, Premium Leisure Corp, Sinophil Leisure and Resorts Corp, and Foundation Capital Resources Inc, received the provisional license from the PAGCOR board to develop and operate an integrated resort within the Clark Special Economic Zone.

Clark Pampanga is emerging as a premier destination for meetings, incentives, conferences, and exhibitions (MICE) tourism, as well as a major gaming hub in the region.

Belle has proposed a co-licensing model for the project, where the selected foreign partner would manage gaming operations while leasing the land from Belle. Earlier this year, the company requested to include Premium Leisure Corp and the parent company, Belle, as co-licensees to strengthen the project’s development capabilities, a request that is currently undergoing assessment.

Investment Plans and Financial Outlook

The company aims to invest approximately US$300 million in the development. Upon completion, Belle expects to generate revenue from both land lease agreements and gambling activities. The official launch is targeted within two to three years of engaging an operator. Once a partner is finalized, Belle will submit a revised development plan reflecting the operator’s specific design requirements.

This expansion follows a period of strong financial performance for the company. In the first quarter of 2026, Belle reported that its share of gaming revenue from City of Dreams Manila rose 12.3% year-on-year to PHP485.7 million ($8.0 million). This growth provides a solid foundation as the company shifts its focus toward the next stage of development in Clark.
