Veikkaus, Finland’s state-owned online gaming operator, has launched a tender aimed at boosting its offerings by partnering with software providers amid the upcoming regulatory changes in the country scheduled for late 2026 and early 2027.

This development is part of a broader strategy by Veikkaus to improve its position in the Finnish gaming market before the country opens its doors to competition.

As a result, Veikkaus has launched a public procurement tender aimed at finding a group of software development partners that will bolster the gaming portfolio of the state operator in various aspects.

This includes partnership opportunities for instant game development, online casino game development, platform and technology development, game math, audio, and artwork.

Moreover, the procurement procedure is specifically built to attract up to 30 software developers for both online casino and instant game development, with Veikkaus planning to divide 15 studios in each segment.

In addition, the operator plans to enter a collaboration with 10 partners for each of the following segments: game technology and platform development, game math, art, and audio. Consequently, this will enable Veikkaus exclusive access to a range of expertise that will ensure that its online casino offering becomes competitive and appealing to a broader audience.

The value of this project is valued at €25 million with a maximum contract term of two years, until the 30th of April 2027. Moreover, the contract will include a two-year extension option for the purpose of providing stability and flexibility for Veikkaus and any potential future partners.

Veikkaus’s potential partners should be aware that the procurement is specifically for game development projects. This means that it excludes the option for the purchase of intellectual property (IP), tools, and read-made games.

This project comes just before the upcoming batch of new regulations for the gambling market in Finland, which is why Veikkaus wants to capitalize on its advantage and position itself as the top dog in the market before the entrance of the competition.
